In 2026, tariffs for housing and communal services, which include heating, water, electricity, gas supply, sewerage and garbage collection, will increase. Indexation, according to forecasts, will amount to 9.9%, State Duma deputy, First deputy chairman of the State Duma Committee on Construction and Housing Roman Lyabikhov said in a conversation with Izvestia. Experts also believe that non—communal services will become more expensive, such as renovation, concierge and intercom.

"In the budget forecast, tariff growth is planned for 9.9% next year. Again, this will hit ordinary citizens first of all," said Lyabikhov, referring to the macro forecast of the Ministry of Economic Development.

The MP believes that utility tariffs should not exceed 10% of family income. According to him, one should think about an ordinary average family with two children, whose income is not growing at such a pace as utility tariffs and prices.

According to the forecast of the Ministry of Economic Development, the indexation is formed depending on the projected inflation.

In addition, Sergey Sergeev, head of legal support for disputes in the field of utilities and real estate management at Yakovlev & Partners Law Group, says that in 2026, capital repairs, concierge and intercom will become more expensive.

"Services that are not included in utilities will rise in price, but not automatically. These payments are not regulated by the "index of changes in citizens' fees," so their growth depends on decisions of general meetings of owners (regarding maintenance and repairs) or on approved contributions for capital repairs by regional operators. Usually, the growth in these articles occurs within the inflation range or slightly higher. The managing organization cannot quietly increase the payment, bypassing the meeting," Sergeyev said.
