The State Duma clarified the new rules of medical control for drivers from 2027

From March 1, 2027, an automated data exchange system between medical institutions and the traffic police will begin operating in Russia, which will allow for the rapid identification of drivers with dangerous diseases. Yevgeny Moskvichev, chairman of the State Duma Committee on Transport and Transport Infrastructure Development, told Izvestia on October 22.

According to him, the innovation does not tighten the existing rules, but only improves the mechanism for monitoring compliance with current requirements. The parliamentarian stressed that the system is being created to ensure the automatic exchange of information between the Ministry of Health and the State Traffic Inspectorate.

"We haven't come up with anything new. We just made the law work. There is no need to panic," Moskvichev said.

He added that the basis for restricting a driver's license will continue to be diagnoses confirmed by a medical commission that pose a threat to road safety.

The deputy explained that the procedure for checking the health of drivers will remain phased. If a potentially dangerous disease is detected during a medical examination, the car owner will receive a referral to specialized specialists for additional examination. Only after confirmation of the diagnosis by the medical commission can the issue of restricting the right to drive a vehicle be considered.

Moskvichev emphasized that at every stage, citizens have the right to challenge the decisions of medical commissions.

"He is warned that there is a suspicion of illness during the medical examination. For example, to visit a neurologist once again — at this time, no one takes anything away from him," the parliamentarian explained.

The new system is designed to simplify the procedure for monitoring the health status of drivers without creating additional bureaucratic barriers for citizens, he stressed.

On October 22, Turgunboy Zokirov, an assistant at the Moscow State Law University's Department of Administrative Law and Procedure, announced that the automatic renewal of driver's licenses will cease to be valid starting from January 1, 2026. It is specified that the function will become invalid four years after its introduction.
