Russians were told about possible measures against neighbors who breed cockroaches
A neighbor who breeds cockroaches can be prosecuted under Article 6.4 of the Administrative Code of the Russian Federation, in which case the fine will range from 500 to 1 thousand rubles. Dmitry Bondar, a public figure and housing and communal services expert, told about this on October 22.
"According to the Housing Code (Articles 17, 30 and 67 of the Housing Code of Russia), everyone is obliged to maintain an apartment in good condition and not violate the rights of neighbors. Civil liability provides more opportunities for protection. You can file a lawsuit and demand to oblige your neighbor to carry out disinsection and put the room in order," the expert said in an interview with RT.
He noted that Article 7.21 of the Administrative Code of Russia on violation of the rules for the use of residential premises may be applied, with a fine from 1 thousand to 1.5 thousand rubles. Bondar noted that courts often set precise deadlines for eliminating violations and impose fines for each day of delay.
"The law also allows you to claim compensation for moral damage under Article 151 of the Civil Code of Russia — judicial practice shows that such payments range from 50 thousand to 100 thousand rubles. Material damage is also subject to compensation in accordance with art. 1064 of the Civil Code of Russia. You can demand compensation for the purchase of insect repellents, payment for disinfection services, repair of damaged furniture and replacement of products," said Bondar.
In his opinion, it's worth talking to a neighbor first and only then taking action. You can contact the housing company through the application "Gosuslugi.Dom", if it does not help, then you can file a complaint with Rospotrebnadzor or the housing inspectorate, the court is a last resort.
On March 5, Rospotrebnadzor gave a positive response to an appeal from Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, to increase fines for unsanitary conditions in apartments. The appeal proposed to increase fines from 500-1.5 thousand rubles to 25 thousand rubles for individuals, and from 10-20 thousand rubles to 500 thousand rubles for legal entities in case of detection of unsanitary conditions in apartments.
