Russians may face a fine of up to 3,000 rubles for walking dogs in fenced areas of playgrounds and sports grounds, as well as school and preschool institutions, lawyer Alexander Khaminsky, head of the law enforcement center in Moscow and the Moscow Region, said on October 22.
"The key innovation is the specification of areas where walking is prohibited. It is considered a violation to bring a dog to a fenced-off playground, sports ground, school or preschool. The fine for a citizen is up to 3 thousand rubles, for legal entities — up to 30 thousand," he said in an interview with RIA Novosti.
The expert said that the control of the law is entrusted to the district police officers, employees of the internal affairs bodies and the veterinary committee of the city. But also, anyone can record a violation and send materials through the Moscow Assistant app or the Our City portal.
The lawyer also added that muzzles are mandatory only for potentially dangerous dogs.
"For other dogs, wearing a muzzle is mandatory only in places listed in the rules of landscaping, for example, in elevators and common areas of apartment buildings, markets, and public transport. On a regular walk in the park, a dog of a decorative or other non—aggressive breed can be without a muzzle, but on a leash," he concluded.
Kaminsky recalled on July 2 that pet walking on Russian beaches will be prohibited from September 1 in accordance with the federal law "On the Safety of People on water Bodies" of the Ministry of Emergency Situations of the Russian Federation. Khaminsky added that this bill will not apply to guide dogs and will be valid only on the territory of beaches, and not on the entire coastline of water bodies.
