The draft law on including the period of child care in the pension period without restrictions is a timely and socially significant initiative. This opinion was expressed by lawyer Gennady Kuzmin, managing partner of the MKM Law Office, in an interview with Izvestia on October 21.

According to the expert, this step corresponds to the demographic policy of the state.

The lawyer noted that the key issue remains determining the minimum length of service before going on maternity leave. Although specific parameters have not yet been approved, six months, one or two years of official work may be possible options.

"We all know that 23-24 years is the age when, according to medical indications, the first child should be born. Perhaps it will be two years, but in any case it should be officially registered," the lawyer said.

The expert drew attention to an important limitation: the initiative applies only to the formation of retirement experience, but does not affect the amount of future pension. Also, the bill will not protect women who work informally, which requires additional decisions at the legislative level.

Kuzmin called for extending the bill's effect to self-employed citizens, whose numbers are constantly growing, as well as to fathers, grandparents, and grandparents who, according to the Labor Code, can also take parental leave. According to the expert, these measures should be financed from the federal budget.

As for the registration procedure, the lawyer suggested that it would be simplified as much as possible — perhaps through the portal of Public Services, by analogy with other electronic services, including filing for divorce. This will make the process accessible and convenient for all categories of citizens.

Senator Natalia Koshikhina announced on September 13 that parental leave in Russia is counted in the length of service, thereby preserving the right to a future pension. She explained that pension points earned during maternity leave are added to those already accumulated for work and directly affect the final pension amount.
