In 2026, the minimum old-age insurance pension will be 14,287 rubles. Yulia Finogenova, Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics, told about this on October 21.

It is specified that an insurance pension is the most common type of pension provision, which is paid upon reaching retirement age, in case of disability or in case of loss of a breadwinner. The amount of this pension is calculated as the sum of the fixed payment and the individual retirement coefficient (IPC), which depends on the length of service and salary. The cost of one pension point is set by the state.

"To receive an insurance pension, you must have at least 30 IPCs. Since the cost of one individual pension coefficient in 2025 was 145.69 rubles, and the amount of a fixed payment to an insurance pension was 8,907.7 rubles, at the end of the year the minimum amount of an old—age insurance pension was 13,278.4 rubles. After an increase of 7.6%, it will amount to 14,287.49 rubles," TASS quoted Finogenova as saying.

It is reported that in April 2025, the government approved a strategy to support senior citizens, providing for a two-time increase in pensions. Starting from February 1, pensions will be indexed to annual inflation, and starting from April 1, they will depend on the growth of income from the Social Fund of Russia (SFR) generated by insurance contributions from salaries.

In 2026, according to the plans of the Ministry of Finance, there will be an early double indexation of pensions from January 1. Finogenova explained that pensions will grow by 7.6%, which will combine inflation indexation and the projected increase in salaries or incomes of the SFR for 2025. According to her, the Ministry of Labor also noted that if the actual inflation rate exceeds 7.6%, the government may decide on additional indexation.

The payment is difficult: the average pension in three years will exceed 30 thousand rubles.

Andrey Girinsky, Associate professor at the Faculty of Economics at RUDN University, named the average size of an insurance pension on October 19. It was specified that the pension amount was 24 thousand rubles. The associate professor added that the insurance pension will be awarded to women from the age of 60, and to men from the age of 65.
