The State Duma is starting to develop legislative initiatives aimed at regulating the field of artificial intelligence. This was stated to Izvestia by Sergey Boyarsky, Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications.
According to him, the rapid development of AI technologies requires a "balanced legislative approach" that will minimize potential risks without prejudice to innovative development.
"We have to find a balance between protecting society from potential threats and creating conditions for the development of Russian AI solutions," the parliamentarian stressed.
Boyarsky expressed support for the proposal of the Chairman of the State Duma Vyacheslav Volodin on the introduction of mandatory labeling of content created using artificial intelligence.
"Transparency of the origin of information is a key issue of the digital age. Citizens should clearly understand whether they are dealing with human creativity or the product of an algorithm," he said.
The deputy expressed particular concern about the situation in the media sphere. In his opinion, the use of unique journalistic content by neural networks without permission poses a threat to the entire industry.
"We are witnessing a paradox: AI, which produces cheap content, is an unfair competitor to journalists, but at the same time is unable to function without arrays of high-quality data created by humans. This requires a legal solution," Boyarsky said.
Parliamentary hearings with the participation of representatives of the expert and professional community are planned to be held before the end of the autumn session to develop a balanced and effective legal position. As the deputy noted, the goal will be to form a comprehensive legal framework that ensures both the development of domestic AI technologies and the protection of citizens' rights in the digital environment.
On September 5, it was reported that last summer, Russian companies became 66% more likely to indicate the requirement "knows how to work with artificial intelligence" in vacancies. It was noted that applicants with knowledge of neural networks receive salaries on average 18% higher than a year ago. Most of these vacancies are placed in the financial industry, as well as in the fields of marketing, advertising and PR, and technology companies.
