Private employment agencies will be banned from sending workers to dangerous industries

Private employment agencies (CHAZ) will be prohibited from sending workers to hazardous industries of hazard classes I and II. Such a bill, developed by the Ministry of Labor, was approved by the government commission on legislative activity on Monday, October 20. This was reported to Izvestia on October 20 by several sources in the Russian government.

Now employers will be required to hire employees themselves. The goal is to improve occupational safety and reduce the risk of injury.

The bill is aimed at clarifying the procedure for approving lists of dangerous jobs that private employment agencies cannot perform by sending staff there, said Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia.

"The essence of the proposal is to transfer the authority to approve such lists from the Government of the Russian Federation to Rostechnadzor, but with mandatory coordination with the Ministry of Labor, as well as taking into account the opinion of the Russian trilateral commission for the regulation of social and labor relations. This change will allow Rostechnadzor to more effectively monitor and supervise compliance with safety requirements at hazardous production facilities of hazard classes I and II, since the relevant authority will be directly enshrined in the Labor Code," Gruzdev explained.

The list of such hazardous production facilities will also be legally fixed.

"The most unsafe facilities are the first class of danger. These include facilities for the storage, destruction, and production of chemicals/specialty chemicals, as well as coal mines. For example, hazardous oil and gas drilling and production facilities can be classified as hazard class II facilities," said the Chairman of the Board of the AYR.

Earlier, on October 6, Vladislav Grib, Deputy Secretary of the Civic Chamber of the Russian Federation, said that Russia had proposed labeling foods with high sugar and trans fats as dangerous to health. According to him, it is possible to create price tags in red, yellow and green colors according to the degree of harm to the product.
