Price growth in the primary real estate market accelerated somewhat in September 2025, and in the secondary market it slowed down, but in both cases it did not keep pace with inflation: in 12 months, new buildings and finished housing added only 5.0% and 5.7%. This was told by experts from Domclick and Sberindex companies based on the results of a joint market research.
According to experts, the price increase is associated with increased demand: the number of transactions on the primary and secondary markets grew for four months in a row — from June to September. At the same time, prices in the secondary housing market as a whole are growing somewhat faster, compensating for the lag that began earlier with the launch of preferential programs. The gap between the cost per square meter between new buildings and ready-made housing built in the last decade was 5.6%. At the same time, prices for such housing increased by 9.4% over the year. The cost of finished Soviet—built real estate also decreased slightly to 102.5 thousand rubles per square meter.
In general, in September, the average cost per square meter in the primary market of the Russian Federation increased by 0.4%, amounting to 176.8 thousand rubles. Moscow, St. Petersburg, the Republic of Tatarstan, and the Moscow and Leningrad Regions remain the leaders in the cost of housing under construction. The lowest price level among the largest regions considered has been observed for the fourth month in a row in the Penza Region, the Udmurt Republic, the Voronezh and Samara regions.
In the secondary housing market, the average cost per square meter in September was 117.5 thousand rubles. As in previous months, the highest cost of ready—made apartments is in Moscow and St. Petersburg. The rest of the top five also remained unchanged, including the Moscow Region, Krasnodar Territory and Leningrad Region. At the same time, in the Krasnodar Territory, the price increased slightly after two months of decline. The lowest prices for ready-made apartments were noted in the Chelyabinsk, Saratov and Kemerovo regions. At the same time, as in August, the price increased in all three regions.
