The International Football Federation (FIFA) intends to change the interpretation of the offside rule before the 2026 World Cup. This was announced on October 19 by the Spanish radio network Cadena SER.
According to the initiative proposed by former Arsenal head coach Arsene Wenger a few years ago, the offside position will only be fixed if the entire attacking player's body is ahead of the last defender at the time of the transfer.
"Any action in which an attacker receiving the ball gets ahead of another player with his body part will no longer be considered an illegal position. To receive a penalty, the attackers must be in front of the line with their whole body," the article says.
It is noted that such a decision, which was called the "Wenger rule", will help simplify the definition of offside and reduce the number of controversial situations at matches. The review of the new regulations is scheduled for November.
The Bild newspaper reported on September 28 that FIFA is exploring potential adjustments to the rules regarding penalty kicks. It was clarified that football players who take penalties want to prohibit finishing the ball if it bounces into the field after a shot or save by the goalkeeper.
