- Ministry of Industry and Trade: new recycling will not affect those who have paid before the norm comes into force
The new rules for calculating recycling will not affect car owners who paid for it before this rule came into force. This was announced on October 18 by the press service of the Ministry of Industry and Trade of Russia.
"Please note that information about the postponement of the entry into force of the new rules for calculating scrap collection only for citizens who bought a car before September 12 is not true," the Ministry of Industry and Trade quoted TASS as saying.
They also clarified that the Ministry is currently working to delay the entry into force of all provisions of the draft on recycling collection. If such a decision is made, it will happen not on November 1, as previously planned, but on December 1, 2025.
On October 14, Manturov instructed the Ministry of Industry and Trade of the Russian Federation to study the possibility of postponing by a month the deadline for the introduction of new rules for calculating waste collection, which were to enter into force on November 1.
The draft government decree developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year — engine power. The existing grace periods for individual importers who import cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.
