The deputy chairman of the Kaliningrad City Administration Committee was detained in a fraud case

The deputy chairman of the Committee of Urban Economy and Construction of the Kaliningrad city Administration was detained on suspicion of fraud. This was announced on October 17 by the Kaliningrad Regional Court in the Telegram channel.

"The court received a petition for the election of a preventive measure in the form of detention in respect of the deputy chairman of the Committee of Urban Economy and Construction of the Kaliningrad City Administration <...> On October 16, 2025, on suspicion of committing this crime, B. was detained," the publication says.

According to investigators, in December 2023, commercial proposals were prepared with an inflated cost for the supply of two benches made of marbled limestone for the Capital Construction Management (UKC). The purchase was planned within the framework of the regional project "Development of tourist infrastructure".

It is specified that the sole bidder was an individual entrepreneur, with whom the contract was concluded. After the benches were delivered to the Park of the 70th Anniversary of the Kaliningrad region, documents with false information about the cost, quality and the country of origin were provided.

As a result, 8.2 million rubles were transferred to the entrepreneur's account, and the damage to UKS amounted to more than 1 million rubles — the difference between the real and inflated price, the regional court said.

Earlier, on October 16, in Moscow, a fraudster stole more than 10 million rubles from a crypto broker, paying with souvenir bills during the transaction. It is specified that the victim was engaged in the exchange of cryptocurrencies for cash. To conclude the deal, the men met in one of the city's cafes, where the criminal showed the broker a sports bag that allegedly contained money.
