In Russia, five main preferential mortgage programs will continue to operate until 2030, each of which has special conditions for different categories of borrowers. Anastasia Kucherenko, the founder and head of the AKITO real estate agency, told Izvestia about this on October 18.

According to the expert, the family mortgage remains a key tool for supporting parents — the loan rate starts at 6% per annum, provided there is a child under six years old or a child with a disability in the family.

Important innovations in 2025 were the expansion of the program for large families and the admission of secondary housing. Families with a third or subsequent child born on January 1, 2025, are now eligible for a preferential loan. Also, since April, it has become possible to purchase an apartment or house on the secondary market, if the object is not more than 20 years old and it is not recognized as an emergency.

"The minimum contribution is 20%, and part of this amount is allowed to be repaid by the parent capital. Credit limits remain at the level of 12 million rubles for the capital region and St. Petersburg and 6 million rubles for the rest of the country," said Kucherenko.

The government is discussing the differentiation of rates: for families with one child, it may rise to 10-12%, while for those with many children, it may decrease to 4%. According to Kucherenko, this will redistribute the burden on the budget and stimulate the birth rate, since now the main borrowers are families with one child.

Rural mortgages offer a rate of 3% per annum for the purchase of housing in rural areas and small towns. Since March 2025, the program has been aimed at those who work directly in rural areas — in the agro-industrial complex, the social sphere or local authorities, as well as entrepreneurs and participants in their activities. The maximum loan amount is 6 million rubles for a term of up to 25 years and an initial payment of 20%.

The IT mortgage provides for a 6% rate and a credit limit of up to 9 million rubles for employees of accredited IT companies. To participate, you must confirm an income of 150 thousand rubles per month in cities with millions and 90 thousand rubles in other regions. The program does not apply to freelancers, and the age of the borrower should not exceed 50 years.

"Military mortgages are characterized as the most transparent program, where the state fully assumes obligations to repay the loan during military service. After the end of the service, the housing becomes the property of the borrower without restrictions on the region of purchase or type of property. ITS participants get access to the program immediately after registering in the accumulative mortgage system," the specialist added.

In the analytical center "Movement.On October 13, <url> reported to Izvestia that in August 2025, the volume of overdue mortgage loans reached the highest levels in the entire history of such programs in Russia and amounted to 156.9 billion rubles.
