Sochi will create an infrastructure collection mechanism for businesses. We are talking about a new mechanism for financing urban development, which will be carried out at the expense of commercial real estate developers.
The issue was discussed at a working meeting with Mayor Andrey Proshunin, which was attended by representatives of the administration and resource organizations.
According to Proshunin, quoted by KrasnodarMedia news agency, the active construction of new sanitary facilities and residential complexes requires a proportional development of the urban environment. It is necessary to modernize social facilities and communal systems in a timely manner so that the growth of tourist flow and population does not lead to a decrease in the quality of services.
The infrastructure fee should become a measure of business participation in the development of the urban environment, the press service of the city administration noted.
The funds from the collection are proposed to be used, in particular, for the construction and repair of utilities, roads, recreation areas and educational institutions. The municipality plans to create a transparent system where investments will work directly to improve urban infrastructure.
The amount of the payment will be calculated individually for each project, taking into account the building area, the type of object and its location. Terrain features, infrastructure accessibility, and environmental aspects will also be taken into account.
Clear regulations will be developed for the participation of investors in the development of engineering infrastructure.
The project is currently undergoing approval, including anti-corruption expertise.
