The European Commission plans to use frozen Russian assets worth €25 billion to issue loans to Ukraine, with funds held in private bank accounts across the European Union (EU) bloc. This was reported on October 17 by the newspaper Politico with reference to the received document.

"Consideration should be given to whether the initiative to provide a reparation loan can be extended to other immobilized assets in the EU," the document says.

It is noted that the legal feasibility has not been assessed in detail regarding the provision of a loan for damages, which, in turn, should be carried out before deciding on further steps.

However, despite this, EU leaders are expected to hold a broad discussion of this initiative and appeal to the EC to submit a loan proposal. Finance ministers will discuss the bill at a meeting in November, the publication says.

On October 16, it was reported that the EC expects to expropriate Russia's sovereign assets frozen in the West by the end of 2025. European Commissioner for Defense Andrius Kubilius noted that this money will be used for military assistance to Kiev. According to him, Ukraine will become a key military partner of Brussels in the coming years.
