The Ministry of Education plans to develop unified textbooks for all school subjects by 2028. The relevant initiative was discussed on October 16 at an expanded meeting of the committee on Science, Education and Culture in the Federation Council.
As the head of the Ministry of Education, Sergey Kravtsov, told the Kommersant newspaper, the rights to all state textbooks will belong to the department, which will also be fully responsible for the materials provided to the press. It is expected that the introduction of unified textbooks can create an integrated educational space in Russia, in which students from different regions will receive the same preparation for exams.
Kravtsov noted that one of the significant disadvantages of the lack of uniform textbooks in all disciplines was the situation when "each of these subjects lives its own life." In this regard, the Ministry of Education intends to make school subjects more convergent. For example, "link mathematics with physics and computer science."
In the course of its work, the Russian Academy of Sciences (RAS) also plans to pay attention to the psychological and pedagogical aspects of the new unified textbooks. Thus, it is proposed to simplify certain information or transfer it to study in high school, "so that students can better perceive information."
Currently, Russia has created a single textbook on only one subject, history. Since 2023, the academic discipline has been taught in grades 10-11, and since 2025 also in grades 5-7. Next year, students in grades 8-9 will also have a unified textbook on the subject.
On August 7, Elena Yampolskaya, Adviser to Russian President Vladimir Putin, spoke about the development of unified school textbooks on the Russian language. Russian Russian Language and Literature Teaching Expert Commission, which has been formed under the Presidential Council for the Implementation of state policy in the field of support of the Russian language and the languages of the peoples of Russia, will take part in the work.
On July 15, the Russian Academy of Sciences agreed with the Ministry of Education to create unified school textbooks on natural sciences. In accordance with this plan, the departments want to create unified textbooks in mathematics, physics, computer science, chemistry, biology for general and secondary general education. It is planned that the editions will appear on September 11, 2027.
On January 1, Putin instructed to prepare a single line of school textbooks on Russian language and literature by June 1, 2026. It was clarified that the Government of the Russian Federation and the Council for State Policy in the field of Language support will be engaged in the implementation of the project with the involvement of leading universities and other interested organizations.
