Teachers want to pay extra 1,000 rubles per month for each "excessive" student. As Izvestia found out on October 16, a bill on such a federal payment was prepared for submission to the State Duma by the leader of the Fair Russia – For Truth faction, Sergei Mironov, and the head of the Committee for the Development of Civil Society, Yana Lantratova.
"The purpose of this bill is to stimulate pedagogical work, increase the attractiveness of the profession, as well as reduce the personnel shortage in educational organizations, and improve the quality of the educational process," says an explanatory note to the bill, which is available to Izvestia.
The document also notes that according to the results of the audit of the Accounts Chamber for April 2025, the shortage of teachers in schools is about 30%. Also, according to the Ministry of Education, of the 18,287 vacant teaching positions at the beginning of the 2024/2025 academic year, 6,574 are in rural areas.
"To this day, the problem of overcrowding in classrooms remains an urgent one for many schools and teachers. Try to "reach out" to the last desk when there are under 40 students in the classroom. Not every teacher will be able to keep the attention of so many children, especially if there are many students with bad behavior in the classrooms. It takes a lot of effort and energy to study, but average grades sometimes leave much to be desired, which negatively affects academic performance statistics and school rankings," Mironov explained.
According to him, many teachers cannot withstand the increased workload, the demands of the leadership, and leave the profession. To support them, it is proposed to introduce a special federal surcharge of 1 thousand rubles per month for each student's education in excess of the standard for filling the class, the parliamentarian said.
"Today, the norm is 25 students per class, but in practice they are often 30, 35 or even more. The teacher has to check dozens of more papers, spend many times more effort on discipline, individual work, and emotional support," Lantratova added.
She also noted that the shortage of teachers in the country reaches 30%, especially in rural areas. Of the 1.1 million graduates of pedagogical universities, only 40% go to work in their profession. One of the main reasons is low wages and lack of recognition of labor, the deputy believes.
"We are offering a specific, measurable support mechanism. Every child over the norm is an additional job and responsibility that must be paid," Yana Lantratova emphasized.
