Ulyanov announced the readiness of the Russian Federation to start repairing the nuclear power plant with safety guarantees.

Russia has proposed to the Director General of the International Atomic Energy Agency (IAEA), Rafael Grossi, to intervene in the repair of the Zaporizhia Nuclear Power Plant (NPP) to resume electricity generation and establish contacts with Ukraine for the safe conduct of work. This was stated on October 16 by the Permanent Representative of the Russian Federation to international organizations in Vienna, Mikhail Ulyanov.

"We have confirmed the safety guarantees and are ready to start work (restoring power supply. — Ed.) tomorrow. But here it is required that Ukrainians confirm that, in chronological order, their previous guarantees continue to be valid," he said.

Ulyanov added that representatives of the IAEA secretariat can be present at the repair site, which will be an additional guarantee of the absence of shelling from Ukraine. Press participation is also possible.

He described Russia's relations with the IAEA as "quite mature and positive." According to him, Grossi's meeting with the Russian interdepartmental delegation may take place in a month.

The permanent representative also said that Western countries have created a difficult situation around Iran by using the "snapback" mechanism, and on October 19, the nuclear deal and UN Security Council resolution 2231, which approved it, will expire.

As reported on October 9, the process of restoring power supply lines began at the Zaporizhia NPP. Grossi has been negotiating with Russia and Ukraine to restore the electricity supply needed to cool the six shut down reactors and spent fuel. Both sides are working constructively to ensure nuclear safety.
