Elena Diaghileva, a member of the Federation Council Committee on Budget and Financial Markets, commented to Izvestia on the government's initiative to reduce the package of documents for obtaining licenses for alcoholic beverages. She spoke about the positive consequences of simplifying alcohol licensing and the importance of digitalization.

"The legal framework for alcohol trafficking is constantly being improved in order to simplify the work of bona fide market participants. The main task is to optimize the process and reduce the time required to obtain a license from 30 calendar days to 15 business days. At the same time, licensing authorities will be able to receive some of the documents automatically through interdepartmental electronic document management, which will eliminate unnecessary bureaucratic obstacles. The package of documents for retail outlets and restaurants will remain the same," Diaghileva said.

She stressed that the course towards digitalization and systematization of public services contributes to the growth of the number of legal organizations in the alcohol sector. According to the Ministry of Health of the Russian Federation, alcohol consumption has decreased by more than 11% over the past five years, including due to comprehensive control measures and restrictions in different regions.

At the same time, a significant role is played by the promotion of a healthy lifestyle and the creation of new forms of leisure that change the priorities of young people.

"Decisions that will endanger business and trigger the growth of the underground alcohol trade should not be allowed," the senator concluded.
