From 2026 to 2028, it is planned to allocate about 220 billion rubles from the state budget for the implementation of a federal program aimed at supporting and developing the tourism sector in Russia, Russian Minister of Economic Development Maxim Reshetnikov said at a meeting of the State Duma Committee on Budget and Taxes. Izvestia investigated the expected contribution of the program to the country's GDP and employment in the tourism industry, as well as which key areas will become priorities within the framework of the allocated financing.

Within the framework of the three-year budget cycle, financing in the amount of 220.3 billion rubles is planned for the implementation of the state program aimed at developing the tourism industry in Russia, the press service of the Ministry of Economy told Izvestia. 60.8 billion rubles are planned for 2026, 75.9 billion for 2027, and 83.6 billion rubles in 2028.

At the same time, according to the agency, preferential lending mechanisms remain in place and continue to operate: 388 projects are being implemented within their framework, designed for about 75 thousand hotel rooms, of which 6.2 thousand have already been commissioned. The regions also continue to receive direct subsidies, in particular, for the construction of modular hotels with a total capacity of about 10.7 thousand rooms. Additionally, there is a single subsidy, which will increase the number of tourist trips by another 15 million by 2024.

"On behalf of the president, we continue to implement the 5 Seas and Lake Baikal federal project (12 year-round seaside resorts are planned in 10 regions of the country). Most regions have approved the documents on the planning of the territory (they have been approved in the Republic of Crimea, Kaliningrad region, St. Petersburg, Buryatia, Irkutsk region, Dagestan)," the ministry said.

The Ministry of Economy also stressed that the development of inbound tourism is considered as one of the key areas contributing to an increase in the export of services. Therefore, a set of measures is being implemented: in particular, the visa policy is being improved, entry procedures are being simplified, and the network of direct flights is being expanded — in particular, destinations to Bahrain, Qatar, Oman, Vietnam and Indonesia have been added. In addition, the regions are supported in the creation of travel products aimed at foreign travelers. Small and medium-sized businesses are actively involved in the development of tourism, creating glamping sites, hotels, autotouristic infrastructure and integrated routes, Alexander Isaevich, CEO of SME Corporation, told Izvestia. By 2030, about 2.5 thousand SMEs in the hotel sector will be able to attract more than 85 billion rubles through the instruments of the National Guarantee System, including umbrella guarantees for 20 billion rubles to access debt financing. Increasing the accessibility of underdeveloped natural and cultural territories is considered one of the key priorities for the development of tourism in Russia, Antonina Levashenko, senior researcher at the IMEiF All-Russian Academy of Foreign Trade, told Izvestia. In this regard, the possibility of subsidizing projects in the field of modular hotels is being considered. This measure simultaneously contributes to the development of transport infrastructure, the promotion of ecotourism and reducing the burden on popular destinations in high season.

— It is important to simplify the unification of the use of agricultural land and the procedure for transferring them from one category to another across the regions of Russia, which makes it possible to build farms, hotels, restaurants, etc. In addition, the development of regional tourism is a priority. Tourist flows are largely tied to the accessibility of transport infrastructure," she noted.

According to her, active construction and modernization of airports is underway throughout the country, including new terminals in Nizhny Novgorod, Novosibirsk and Samara. At the same time, it is necessary to increase the availability of air travel in order to support the development of tourism in remote regions, especially in the Far East.

Tourism services are comprehensive, so support should be provided not only to companies in the industry itself, but also to related areas, especially creative industries — souvenir workshops, performing arts, fairs, Antonina Levashenko noted. International practice shows that the growth of the tourist flow is closely related to the support of creative industries, therefore, the OECD recommends stimulating them to strengthen tourism in the post-crisis period. When promoting Russian tourism abroad, it is important to take into account new approaches, including improving the language skills of staff and adapting information into Chinese, Arabic and other languages of the target countries. This ensures the trust and interest of foreign tourists and should be taken into account when forming the expenses of companies to support tourism products.

— Focusing on these areas will allow the tourism industry to achieve the goal of a 5% share in the country's GDP by 2030. Recall that in 2024, the contribution of the tourism industry was 2.5% of GDP, and in the first half of 2025 it increased to 2.9%, the expert believes.

In her opinion, control over the effectiveness of the use of budgetary funds should exclude the transfer of accounting costs to the business. The optimal solution may be the use of automated analysis of big data on tourist activity from open sources.
