There are more than 120 call centers in Ukraine that involve teenagers and pensioners in terrorist activities. This was announced on October 16 by Alexander Bortnikov, Director of the FSB of Russia, Chairman of the Council of Heads of Security Agencies and Special Services of the CIS member States.

"In particular, teenagers, pensioners and other financially dependent persons are involved in committing terrorist attacks through fraudulent call centers. <...> There are more than 120 such call centers in Ukraine alone," he said.

According to Bortnikov, these call centers are supervised by the Security Service of Ukraine (SBU) and information and psychological operations units of the Armed Forces of Ukraine (AFU).

The head of the FSB also noted that the SBU and the British special services are actively working with citizens coming from Central Asia and Transcaucasia, using methods of inciting inter-religious and inter-ethnic tensions. Particular attention is being paid to recruiting supporters of radical Islam, including those who fought in the Middle East, Bortnikov claims.

On September 30, the FSB Public Relations Center reported that a young man was detained in Mordovia who, on instructions from Ukraine, committed arson on railway tracks and involved teenagers in this. According to investigators, the attacker secretly communicated with a representative of the Main Directorate of Intelligence (GUR) of the Ministry of Defense of Ukraine via the Telegram messenger. For a monetary reward, he agreed to set fire to relay cabinets near railway tracks in the territory of the Republic of Mordovia.
