The budget of the capital for 2026-28 has been submitted to the Moscow City Duma for consideration. Moscow Mayor Sergei Sobyanin told about this on his channel in the MAX messenger. The budget is based on Moscow's strategic development plans and provides, in particular, for significant expenditures from the city budget on socially oriented programs.
According to the mayor of the capital, the growth of budget revenues in 2026 and in the planned period of 2027-28 will be ensured by continuing the comprehensive development of urban infrastructure, stimulating investment, supporting entrepreneurship, and creating a favorable environment for business activity. Measures to develop high-tech industries, increase employment and increase labor productivity will play an important role. This approach creates a modern, sustainable and diversified economy in which industry, IT innovation, scientific research and the service sector are harmoniously combined.
In the next three years, reliable social protection for Moscow residents and improving the quality and accessibility of urban services will remain key priorities of budget policy. In 2026, about half of all budget funds will be allocated for social purposes — support for the population, healthcare, education, culture, sports and other areas (excluding payments for medical expenses from the Compulsory Health Insurance Fund). The total amount of social spending will amount to 3.2 trillion rubles, which is 15% more than a year earlier.
