The State Duma Committee on the Financial Market recommended the adoption in the first reading of a bill that prohibits repeated fines during the day for driving without CTP. Anatoly Aksakov, Chairman of the committee, announced this in his Telegram channel on October 15.
According to the bill, a fine for driving without a CTP policy, recorded by cameras, will be issued no more than once a day. The document was submitted to the State Duma in September.
Also, according to Aksakov, by the second reading, a bill was approved to increase the maximum tariff for insurance companies for the services of an automated insurance information system operator (AIS Insurance) from 0.4% to 1% of the annual CTP premium for the previous year.
"The increase in tariffs should ensure stable operation and development of the system in the face of rising hardware and software costs, as well as the need to increase data security requirements amid increased cyber threats. An increase in the tariff for insurers for access to AIS will not lead to an increase in the cost of the CTP policy for car owners," he explained.
Earlier, on October 6, Anatoly Aksakov said that the launch of an experiment to check CTP policies through traffic cameras for photo-video recording of violations will take place soon, probably in early 2026.
Monitoring of the availability of valid CTP policies through video cameras in Russia will begin in large cities, federal and major regional highways, said Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA), on September 16.
