The State Duma Committee on Health Protection recommends that the House of Parliament adopt in the first reading a bill proposing amendments to the law "On Compulsory Medical Insurance in the Russian Federation." This was announced on October 15 by the head of the committee, Sergey Leonov.

"The Committee on Health Protection recommends that the State Duma adopt this draft law in the first reading at its meeting," RIA Novosti quoted him as saying.

According to the parliamentarian, amendments to the law on compulsory medical insurance (CHI) imply the issuance of a policy only to those migrant workers who have five years of insurance experience. He clarified that the issuance of policies will be carried out exclusively to migrants working in Russia on a legal basis.

"This change will become one of the most important elements of the migration policy adjustment," Leonov stressed.

Also, according to him, another innovation will be the granting of the right to the heads of Russian regions to exclude medical insurance organizations from the compulsory medical insurance system with the transfer of their powers to the territorial compulsory medical insurance funds.

He specified that granting such powers to the governors would create an additional incentive for medical insurance organizations to fulfill their obligations in good faith, since at any time their functions could be transferred to the territorial compulsory health insurance fund. Leonov expressed confidence that this measure will increase the efficiency and transparency of the compulsory health insurance system.

Earlier, on September 17, Maxim Reshetnikov, the head of the Ministry of Economic Development, said that Russia was switching to a model of return migration for a long period of time. He noted that migrants will be involved to solve the problem of labor shortage, but now migration will be approached according to the principle of "arrived — earned — left."

Later, on September 20, it was reported that the Ministry of Health of the Russian Federation offered to grant rights in the field of compulsory medical insurance to foreigners temporarily working in Russia. It was noted that the draft federal law provides for the settlement of the issue of the acquisition of rights in the field of compulsory medical insurance by persons temporarily staying and working in the territory of the Russian Federation by foreign citizens, stateless persons.
