Rospotrebnadzor has published a draft document defining the grounds for banning the turnover of biologically active additives. This was reported on October 14 by the newspaper Kommersant (Kommersant).

The draft order provides for five key grounds for the ban: lack of necessary state registration, detection of prohibited substances, incomplete information about the manufacturer, sale under the guise of food and deviation of the composition from the established standards.

"The proposed criteria are quite reasonable, they are exactly the ones that the professional community has long been talking about," says dermatologist Zarema Omarova, co—owner of the Dr. Omarov Clinic network.

It is reported that the head of Rospotrebnadzor, Anna Popova, proposed setting the date for the introduction of new rules on March 1, 2026. Experts in the field believe that these measures represent the minimum necessary to clear the market of low-quality goods.

Earlier, on October 6, an appeal was sent to Anna Popova asking her to take measures to strengthen control over the sale of confectionery products containing alcohol through marketplaces. It is noted that at the moment, sweet confectionery products with alcoholic fillings are freely sold on Russian marketplaces. In the product cards of such candies, information about the availability of alcohol is often unclear.
