Saratov businessman Gleb Ryskov filed a lawsuit against the Moscow Department of Housing and Communal Services (Housing and Communal Services) demanding that the auction for the reservoir located on Patriarch's Ponds be declared invalid. The businessman himself told Izvestia about this.
"In March 2025, I prepared the necessary package of documents for the right to conclude a water use agreement for the Patriarch Pond water body for a period of 20 years. I wanted to place floating structures on Patriki for citizens to relax. At the end of the same month, I was surprised to receive a refusal," he explained.
According to Ryskov, in December 2024, the department already held auctions — due to the fact that only one company participated in them, they were declared invalid. However, the contract was nevertheless concluded, as a result of which 81 water bodies, including the specified pond, were transferred to the use of the company.
The businessman said that he turned to the cadastral engineer, who found errors that limited the competition. According to his calculations, the area of the facilities was determined incorrectly, which misled potential participants.
Earlier, on October 14, it became known that Ryskov intends to sue singer Philip Kirkorov. In a conversation with Izvestia, he clarified that he had already filed a lawsuit demanding to cancel the artist's deal to acquire a plot along the shoreline of the Moskva River. According to media reports, Kirkorov bought the land back in 2014. In turn, the entrepreneur was trying to get permission to use this shore for a charity tourism project.
