It has become easier for Russians to get a temporary driver's license in China
Chinese authorities have begun issuing temporary driver's licenses to Russian citizens under a simplified procedure, TASS reported on October 14, citing the legal newspaper Fazhi Zhibao. It will take a day to obtain a certificate instead of three working days. The first case of a simplified document being issued to a Russian citizen was registered in the border city of Heihe (northeastern Heilongjiang Province).
The innovation came less than a month and a half after China announced a 30-day visa-free regime for Russians, which began operating on September 15. It is noted that the simplification of the procedure for obtaining a temporary driver's license has become possible due to improvements in the interdepartmental document management mechanism in Heihe. There, it is enough for a citizen of the Russian Federation to submit documents and an application to a notary office, which will directly coordinate issues with law enforcement agencies.
It is assumed that the innovation will enhance cultural exchanges and economic cooperation between the Russian Federation and China, as well as improve the business environment, and will set a precedent for simplifying public services in China for foreigners.
Currently, there are no driver's licenses in China, except for local ones, neither Russian nor international.
Earlier, on September 5, the head of the Ministry of Transport of the Russian Federation Andrey Nikitin said that Russia and China are working on mutual recognition of driver's licenses. There are no specific dates yet when this measure can work, he said.
Dmitry Zverev, Deputy Head of the Ministry of Transport of the Russian Federation, spoke at a plenary meeting of the Federation Council back in March about the fact that Russian driver's licenses can be recognized as valid for driving vehicles in China.
