The authorities of the subjects and the territorial funds of compulsory medical insurance (CHI) are endowed with all the powers to ensure the protection of citizens' rights, while an independent expert doctor will conduct an expert examination of the quality of medical care. This was reported to TASS by the press service of the Ministry of Health of the Russian Federation on October 14.
Earlier that day, RBC reported that the All-Russian Union of Patients had sent a letter to Russian President Vladimir Putin asking him to amend the draft law, according to which regional heads would be able to transfer the powers of medical insurance organizations to territorial compulsory health insurance funds. It is noted that in the letter, the Patients' Union draws attention to the consequences of the changes being introduced. Ultimately, in their opinion, the transfer of these activities to foundations will deprive the system of independent quality control of medical organizations.
"Today, the authorities of the subjects and territorial funds of compulsory medical insurance are endowed with all the powers to ensure the protection of citizens' rights in the field of compulsory medical insurance. The independence of the examination of the quality of medical care is ensured by the fact that this examination is carried out not by an insurance medical organization or a territorial fund, but directly by an expert on the quality of medical care included in the unified register of experts on the quality of medical care," the press service of the Ministry of Health explained.
They also stressed that the adoption of the law will not lead to a deterioration in patient care, since insurance companies are already not involved in the organization of medical care under compulsory medical insurance in federal medical centers.
"All powers, including the protection of citizens' rights, are implemented directly by the federal fund without the participation of medical insurance organizations. More than two years of experience in this format shows positive results: over the period 2023-2025, the number of citizens' requests for medical care in federal medical organizations is decreasing, and the necessary measures to protect the rights of insured persons are being carried out in full," the department said.
On October 6, the Chairman of the Federation Council of Russia, Valentina Matvienko, proposed collecting contributions in the amount of 45 thousand rubles to the Compulsory Medical Insurance Fund (MHIF) from Russians who do not work or receive shadow incomes. It was clarified that she expressed concern about the situation when healthy able-bodied people who do not work officially or receive shadow incomes do not pay for health insurance.
