In Russia, it is necessary to introduce a single standard for automobile license plates and set deadlines for the replacement of plates that do not have the image of the Russian tricolor. The Council for the Development of Civil Society and Human Rights under the President of the Russian Federation announced this on October 13 in its Telegram channel.
With a request to pay attention to the increasing practice of using state registration plates without the Russian tricolor, the head of the HRC, Valery Fadeev, appealed to the Minister of Internal Affairs of the Russian Federation, Vladimir Kolokoltsev. He pointed out that some owners of new cars outweigh previously issued license plates on them and deliberately duplicate the license plates without the tricolor.
"It is difficult to understand what the owners of such cars are guided by, but this is clearly not a matter of aesthetics. Either the owner of the car shows his disdain for the Russian state, denies secular authority, or he calls for separatism or something similar. In any case, this is a reason to pay attention to such citizens," said the head of the HRC and pointed out that the deadline for replacing numbers without tricolor could be one year.
Fadeev noted that replacing the license plates would not be a financial problem for car owners, given "which cars you have to see without a tricolor." At the same time, there is no talk of banning square-shaped license plates used by owners of Japanese and American cars, he pointed out.
Earlier, on September 3, the State Duma offered to replace state automobile registration plates free of charge, which do not have the Russian tricolor, with those with the image of the flag. This initiative was made by the head of the Fair Russia — For Truth faction, Sergei Mironov, who sent a letter to Rosstandart.
GOST, which provides for the mandatory presence of the Russian tricolor on automobile license plates from 2025, was adopted by order of Rosstandart in November 2024. Sergey Radko, an auto lawyer, pointed out that if the car was registered after January 1, 2025 and the car owner produced license plates without a mandatory flag on them, then driving this car would be considered driving a vehicle with non-standard license plates. According to Part 1 of Article 12.2 of the Administrative Code of the Russian Federation, this violation is punishable by a warning or a fine of 500 rubles, the lawyer emphasized.
