In the Pskov region, in September 2025, more than 20 orphaned children received apartments. This was reported to the Pskov news feed in the Main Interregional Directorate of the Federal Migration Service of Russia.

So, in Pskov, 16 orphaned children received the keys to their new homes. Seven more people became owners of apartments in Velikiye Luki.

In September, Vladimir Gruzdev, chairman of the board of the Russian Bar Association, told Izvestia that the conditions for obtaining a housing certificate could be relaxed for orphans — the requirement for a mandatory income above the minimum wage for a year would be extended not only to graduates of orphanages themselves, but also to their working spouses.

He called an important condition the fact that orphans provide "an average per capita income exceeding the minimum wage set in a Russian region for themselves and their families."
