Pavel Durov, the founder of the Telegram messenger, faces a fine of up to $70 for swimming in one of the protected Kolsai lakes, the republic's Interior Ministry has registered the materials. This was announced on October 13 by Alexey Milyuk, Deputy Chairman of the Administrative Police Committee of Kazakhstan.
"As for swimming in the prohibited area, it is a particularly important protected natural area. <...> We have registered the relevant material and transferred it under investigation. Milyuk noted that the imposition of sanctions for swimming in protected natural areas is under the jurisdiction of the Ministry of Ecology of Kazakhstan. Answering a question about possible liability for Durov, a law enforcement official allowed a warning to be issued to the entrepreneur in the form of a fine of up to ten monthly calculation indices — about $70.
Footage showing Durov swimming in the lake of the Kolsai Lakes Nature Reserve appeared earlier on October 7. The businessman shared them on his Telegram channel. The video shows snow-capped mountains, and ethnic music is playing in the background. The park administration, commenting on the swim of a Russian citizen, noted that this is an administrative offense, and the violator faces a fine. It was later reported that the park administration would conduct an internal investigation.
