The moratorium on zeroing the fuel damper introduced by Russian President Vladimir Putin will help maintain payments to oil companies and stabilize gasoline and diesel prices in the country. This was reported by the Russian Ministry of Energy.
"The introduction of a moratorium on zeroing the fuel damper will save the calculation of the damping allowance for motor fuel for its manufacturers and will help stabilize the price situation in the domestic market of motor fuel," RIA Novosti quoted the ministry as saying.
As part of this decision, diesel fuel produced by mixing summer diesel with aviation kerosene is also excluded from the excise tax. This will improve the economic efficiency of producing frost-resistant fuels that are suitable for winter conditions by increasing the maximum temperature of its filterability and solidification.
Earlier in the day, Russian President Vladimir Putin imposed a moratorium on zeroing the fuel damper starting in October. Such restrictions will be in effect from October 1 of this year to May 1, 2026.
Prior to that, on September 30, the Russian government extended the ban on gasoline exports to all market participants. In addition, a ban was imposed on the export of diesel, marine fuel and other gas oils for non-producers.
On October 2, at the end of the discussion at the Ministry of Energy, a source told Izvestia that in order to increase diesel supplies to the domestic market, the authorities decided, in addition to banning diesel exports for non-manufacturers, to impose restrictions on its supplies to foreign markets and for manufacturers. This decision was made at a meeting of the headquarters on the situation on the domestic market of petroleum products.
