The Federal Security Service (FSB) of the Russian Federation has prevented a sabotage and terrorist act against a high-ranking officer of the Ministry of Defense of the Russian Federation, organized by the Ukrainian special services together with the leaders of the international terrorist organization Islamic State (IS, recognized as extremist and banned in the Russian Federation). This was announced on October 12 by the FSB Public Relations Center.
As a result, three Russian citizens involved in concealing the traces of the planned crime and a native of Central Asian countries, the direct perpetrator of the terrorist act, were detained in Moscow. The latter was recruited in the interests of the Ukrainian special services by a functionary of the Islamic State terrorist organization, Saidakbar Gulomov, who is on the international wanted list by the competent authorities of Russia and Uzbekistan.
On the instructions of the Ukrainian "curators", Gulomov remotely supervised the actions of the perpetrator from the territory of Ukraine and Western European countries through several foreign messengers, provided him with the necessary funds, information about the target of the assassination, as well as explosives and other components for the manufacture of an improvised explosive device (IED), which were illegally thrown into the territory of Russia by the Ukrainian special services using drones.
The crime was planned to be committed in a socially dangerous way in one of the densely populated areas of the capital. According to experts, the power of the IED manufactured by the terrorists made it possible to provide a zone of continuous destruction of people within a radius of up to 70 m. At the same time, according to the plan of the Ukrainian special services, the performer himself should have died.
According to the FSB of Russia, Gulomov is involved in the murder of the head of the radiation, chemical and biological protection forces of the Russian Armed Forces, Lieutenant General Igor Kirillov, organized by the Ukrainian military intelligence. According to the agency, this indicates a close relationship between the Kiev regime and international terrorist organizations.
In addition, the detained Russian citizens are involved in the administration of subscriber traffic terminals, including SIM boxes and GSM gateways used to organize agent communications, coordinate fraudulent and other illegal activities of Ukrainian call centers in the territory of the Russian Federation.
The investigation department of the FSB of Russia opened a criminal case on the incident under Part 1 of Article 30, paragraph "a" of Part 2 of Article 205 ("Terrorist act"), part 4 of Article 222.1 ("Illegal acquisition, transfer, sale, storage, transfer or carrying of explosives or explosive devices"). Kirillov and his assistant died on the morning of December 17, 2024, as a result of the detonation of an explosive device planted in a scooter at the entrance of an apartment building in Moscow. On September 20, 11 people were recognized as victims in the criminal case of the murder of General Kirillov. In total, five defendants in the case were identified, including Akhmadjon Kurbonov, Batukhan Tochiev, Ramazan Padiev and Robert Safaryan. The last person involved, Andriy Gedzik, is a citizen of Ukraine.
Earlier, on October 8, the Investigative Committee (IC) of Russia completed an investigation into the terrorist attack in which Kirillov died. The case was sent to court. According to the investigation, the crime had been preparing for a long time on the territory of Ukraine. In the fall of 2024, the organizers planned to ship components of an improvised explosive device disguised as household items from Poland to Russia.
