The arrested head of the Krymsky district of the Krasnodar Territory, Sergey Les, participated in fraudulent schemes, transferring municipal land plots to close people. On October 12, local resident Anna Boos told Izvestia about the machinations of the head of the district.

The woman shared with Izvestia that in the Crimean region, the authorities were used for personal gain and to transfer municipal land to loved ones. Boos said that she met Les back in 2005, when he headed the Kabstroy company. According to her, the official enjoyed permissiveness in the city and the district and did whatever he wanted.

"[Les] felt like a prince in the city and in the area. He did everything he wanted to do. Everything was bought, everything was under it. And literally no one, not a single person could find the truth, because everything was decided by them personally," Boos emphasized.

She claims that she was not directly affected by Les's machinations, but her daughter suffered the damage. The land plot, which was leased, was "fraudulently taken away" from the woman by the head of the Crimean district.

In addition, according to Boos, bundles of resolutions — 50-100 pieces each — on the allocation of land began to arrive at the municipal administration. Among the recipients, according to the woman, were the head of the bidding and procurement department, Yevgeny Prokopenko and his family, Lesya's relatives and his wife's family from other districts. Anna assures me that she saw all the resolutions personally.

After contacting the prosecutor's office, according to Boos, pressure began: relations at work deteriorated, they tried to cut her off, called her from sick leave and did not provide treatment. She claims that she complained to many authorities, from the local administration to the presidential administration, but the answers came back "to the regional administration, and the regional administration."

Implicated property: assets worth 500 million were seized from Oleg Chemezov's family.

He is accused of committing a crime under Part 3 of Article 33, Part 3 of Article 285 of the Criminal Code of the Russian Federation ("Abuse of official authority"). According to the investigation, as the head of the district, in the period from January to March 2024, Les ordered a subordinate employee to conclude land purchase and sale agreements with the person he indicated on preferential terms, without bidding, at a price significantly lower than the market price.
