The United Kingdom and Canada are interested in the idea of the European Union (EU) using frozen assets of the Russian Federation to provide loans to Ukraine. This was announced on October 10 by European Commissioner for Economics Valdis Dombrovskis.
"We are asking the G7 countries, such as the United Kingdom and Canada, not to provide guarantees for our loans, as well as to use Russian sovereign assets blocked in their jurisdictions, that is, to apply a similar scheme of a reparative loan to them," he said at a press conference following a meeting of EU finance ministers in Copenhagen.
Dombrovskis also noted that the EU had discussed plans to provide Ukraine with a "reparation loan" at the expense of Russia's frozen assets. According to him, this loan will be repaid when Ukraine allegedly receives reparations from Russia. He added that Ukraine needs external financing at the level of $60 billion in 2026-2027.
On October 8, Russian Foreign Ministry spokeswoman Maria Zakharova noted that the EU's ideas about paying reparations to Ukraine from Russia are divorced from reality. She also wondered what exactly Russia should pay for if Moscow is already delivering humanitarian aid to the residents of Donbass and rebuilding infrastructure. According to the official representative of the Russian Foreign Ministry, Brussels has been stealing frozen Russian assets for a long time.
