On October 10, Moscow Region Governor Andrey Vorobyov supported the idea of self-payment of contributions by unemployed Russians for compulsory health insurance.
"You must admit, it looks strange when healthy, able-bodied citizens do not pay insurance premiums, but are eligible for compulsory medical insurance. And those who get up at 7 a.m. and go to the office or factory do it for them. In fact, the person who stands at the machine pays for those who lie on the couch or work informally," he said in an interview with RIA Novosti.
On October 6, the Chairman of the Federation Council of Russia, Valentina Matvienko, proposed collecting contributions in the amount of 45 thousand rubles to the Compulsory Medical Insurance Fund (MHIF) from Russians who do not work or receive shadow incomes. It was clarified that she expressed concern about the situation when healthy able-bodied people who do not work officially or receive shadow incomes do not pay for health insurance.
