On October 11, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, in an interview with Izvestia, proposed tougher penalties for violators of the rules of using scooters.
"We cannot ban progress, but we must ensure that the participants in the movement do not interfere with each other. If scooters move on a pedestrian sidewalk at an unauthorized speed or in a stream of cars, it is dangerous," said the deputy.
In her opinion, cases when scooters move at high speed among cars without using protective equipment such as helmets and knee pads are especially dangerous.
Bessarab said that regions and municipalities are already developing their own rules for regulating the movement of electric scooters, setting up special tracks for them. However, she is confident that a complete ban on these vehicles is a futile measure.
On May 5, a number of kicksharing companies contacted the Ministry of Finance with a proposal to introduce mandatory verification for users of rental electric scooters through the Gosuslugi portal. In their opinion, this measure will reduce the number of cases when personal mobility aids (IMS) are rented by minors. The Ministry of Finance reported that they are ready to conduct an experiment with one of the operators for user authorization through Gosuslugi, since legislation needs to be changed for "widespread" verification.
On August 29, it became known that in April – August 2025, the demand for electric scooter rentals throughout Russia decreased by 6% compared to the same period last year. The average receipt for kicksharing services continued to grow during this period. In Russia as a whole, it increased by 13% year—on-year, to 302 rubles, and in Moscow - by 11%, to 353 rubles.
