Negotiations between Russia and Norway on quotas for cod fishing in the Barents Sea have been on the verge of collapse for the first time in decades. This was reported on October 10 by Fiskeribladet, citing sources.
The final decision on quotas is usually made at the end of October, when the joint Russian-Norwegian Fisheries Commission holds its annual session.
"But this year's negotiations are accompanied by great uncertainty," the publication says.
As Anne-Krastyn Jorgensen, a senior researcher at the Fridtjof Nansen Institute, noted, the partnership between the two countries in the field of fisheries is currently "experiencing the most serious crisis in its history."
According to her, experts in Norway are also considering revoking licenses from Russian companies' courts, allegedly due to violations of bilateral agreements. Jorgensen added that temporary permits for individual vessels from Russia could be a possible solution to this problem.
On July 8, the Norwegian government announced the imminent imposition of sanctions against the Russian companies Norebo and Murman Seafood. Both companies were previously included in the sanctions lists of the European Union (EU). The publication clarified that the companies Norebo and Murman Seafood are allegedly involved in "surveillance and reconnaissance" activities regarding "underwater infrastructure in the offshore areas of Norway and allied countries." Later, on July 29, the Russian Foreign Ministry summoned Norway's Charge d'affaires in Russia, Ragnhild Johansen, and handed him a protest note due to restrictions on fishing vessels.
Russian Foreign Ministry spokeswoman Maria Zakharova said on July 30 that Norway's decision to join European Union (EU) sanctions against Russia in the field of fisheries borders on paranoia. According to her, Norway, by restricting the work of Russian fishing vessels, neglects its obligations under the existing bilateral relations of the states.
Later, on August 27, the head of Rosrybolovstvo, Ilya Shestakov, said that Russia would take retaliatory measures against Norwegian fishing vessels if Norway did not reconsider the unjustified ban on fishing in its exclusive economic zone for two Russian companies within a month. According to him, the actions of the Norwegian side will inevitably lead to the destruction of an effective system of management and regulation of fishing in the North Atlantic.
