The Ministry of Transport may support the transfer of taxi localization for the self-employed

The Ministry of Transport is ready to support the postponement of the effective date for the localization of taxi cars for the self-employed until at least 2028, when the special tax regime for this category will cease to apply. This was reported by the Parliamentary Newspaper on October 10.

The initiative was discussed during the Taxi-2025 International Practical Conference in Sochi. The participants in the discussion came to the conclusion that self-employed drivers who use personal cars to work in taxis will not buy a new car from the official list of cars allowed for work and will start earning "in the dark," the note says.

According to Alexander Vasilchenko, head of the Department of Motor Transport of the Ministry of Transport, the entry into force of the law on taxis for the self—employed may be postponed not only to 2028, but also later dates, such as 2030 and 2033, are being discussed.

In addition, the conference discussed the possibility of postponing the law on taxi localization in four regions of the Russian Federation — the DPR, LPR, Kherson and Zaporizhia regions. Earlier, it was decided that the law would enter into force in the Kaliningrad Region in 2028, and in Siberia and the Far East in 2030.

The lack of relaxation may lead to the departure of passenger traffic to the gray zone, experts say.

Earlier in the day, it was reported that the Public Council for Taxi Development (OCRT) appealed to Russian President Vladimir Putin with a proposal to postpone the entry into force of the requirements for the localization of taxi cars for the self-employed until March 1, 2031. The carriers also offered to allow the re-registration of cars in the taxi registry upon a change of ownership (including after the end of leasing / purchase), if the car was previously registered.

On October 1, the Ministry of Industry and Trade of the Russian Federation published a primary list of cars that meet the requirements of the law on taxi localization, which will be operational from March 2026. It includes models of Lada, UAZ, Sollers, Moskvich, Evolute and Voyah brands. Later, the ministry clarified that the list is planned to be expanded, including models under the Haval and Tenet brands, as well as cars manufactured at Kaliningrad Avtotor.
