In the autumn of 2025, every tenth employer plans to reduce staff, mainly in the construction industry and the IT sector, while industrial companies and import substitution companies intend to expand the number of staff. Vladimir Ugryumov, founder of the Regionkhimsnab group of companies, told Izvestia on October 28 about why reducing the number of employees is not always an option.

"Any industry needs qualified specialists to maintain competitiveness and safety of production. If we are talking about the chemical industry, then saving on people can lead to disastrous consequences. The reduction of experienced and competent employees in production threatens not only to reduce the efficiency and quality of products, but also to errors, accidents and incidents," the expert said.

At the same time, Ugryumov stressed that savings should occur in places where it is really effective. The wage fund is a significant expense item, but it is also important to take into account the negative areas in business, where optimization will be more effective.

Instead of massive layoffs, experts recommend restructuring business processes, implementing innovative solutions, and developing retraining programs. This approach helps to preserve human capital and ensure long-term stability.

"It is necessary to invest in education and training. In the chemical industry, such investments are not expenses, but strategic investments. For example, in the chemical industry, warehouse personnel at the loading and unloading site must receive special training and training in handling chemically dangerous goods. The absence of one has serious consequences — acid-corroded ramps or even human lives," the expert said.

In addition, Ugryumov added, employers should take into account labor market trends, in particular, changes related to generation Z. This generation prefers self-employment or freelancing, which is changing the labor market and familiar work patterns. It is important for employers to create conditions in which employees will want to work, and not just keep them "at any cost."

The expert noted that it is important to focus not on what is not yet available for the desired position, but on what already exists. She added that when writing a resume, it is important to add term papers, projects, graduation papers, participation in scientific conferences, hackathons and practices.
