The introduction and timely adjustment of tolls on new routes helps to maintain the quality of the road fund and plan travel time more accurately. Andrey Borisov, a leading expert at the HSE Institute of Transport Economics, told Izvestia about this, commenting on the indexation of the fare for travel along the Moscow High-Speed Diameter during critically busy weekday hours.

"By choosing a toll highway such as the MSD, drivers choose a higher level of service. This guarantees faster movement and predictable travel time, comfort, safety and excellent track condition. In order to maintain these advantages, it is necessary to regularly monitor the impact of tolls on transport demand and adjust the fare: a motorist should see a real gain in time from tolls, and the choice of a toll road directly depends on comparing the time saved and the fare."

Starting from October 13, 2025, the fare for the Moscow High-speed Diameter has been indexed and now stands at 10 rubles per section. The indexation of the fare for the MTA affected only the critically busy hours on weekdays: from 07:00 to 11:00 and from 16:00 to 20:00, during which travel is subject to payment. The rest of the time — 70% of the time on weekdays, as well as on weekends and holidays — travel remains free.

"In general, the practice of introducing tolls on newly implemented roads of the highest technical category allows not to aggravate the traffic situation, but to regulate and manage transport demand, making travel time on city roads predictable," the expert added.
