The State Duma has proposed to give a discount on the payment of increased recycling to Russians who have already purchased cars from abroad, but do not have time to receive them before November 1 due to delays at the border. This initiative was made by Yaroslav Nilov, Chairman of the Committee on Labor, Social Policy and Veterans' Affairs, who sent a letter to Anton Alikhanov, head of the Ministry of Industry and Trade, TASS reported on October 10.

According to the deputy, during long holidays in China, cars already purchased there are delayed in long queues at the border and may arrive in Russia after November 1. As a result, Russians who have bought such cars become hostages to long-term transportation and customs procedures, and they will have to pay for increased recycling.

According to Nilov, such citizens should be given the opportunity to "adapt to new conditions without additional financial losses, which in some cases can become critical, especially when it comes to socially vulnerable categories of citizens," including veterans, the disabled, pensioners and members of large families.

The draft government decree developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year — engine power. The existing grace periods for individual importers who import cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.

On October 9, the Civic Chamber of the Russian Federation proposed to cancel the recycling of seven-seater cars for large families and allow them to buy a car with such a benefit every three years.

Prior to that, on October 8, it became known that, as stated by Anton Alikhanov, head of the Ministry of Industry and Trade of the Russian Federation, there are "gray" schemes for importing cars in Russia, through which foreign cars are brought to individuals for resale under the guise of import. As a result, the disparity between import by an official dealer, a legal entity, and individuals becomes significant, he said, explaining the need for changes in recycling.
