The State Duma announced a change in the payment terms for housing and communal services in 2026

Starting from March 1, 2026, the date before which utilities must be paid will change in Russia. This was announced on October 10 by Alexander Aksenenko, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"Starting from March 1, 2026, the deadline for payment for housing and communal services will be postponed from the 10th of each month to the 15th. The main purpose of such a change is to ensure the convenience of paying for services for consumers," Aksenenko said.

The deadline will now be moved from the 10th to the 15th of each month. As Aksenenko explained, this was done for the convenience of citizens, since most Russians receive their salaries from the 10th to the 15th. Previously, at the due date of the 10th, many faced the accrual of penalties before receiving a salary.

It is specified that this change is intended to solve the problem of the discrepancy between the terms of payments and payments for housing and communal services, reduce the number of arrears and save bona fide taxpayers from fines.

On October 2, Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said that posting lists of debtors for housing and communal services with their full personal data without obtaining consent is a violation of the law. It was clarified that management companies for such actions may face a fine from 300 thousand to 700 thousand rubles.
