Subsidies to farmers in digital rubles are being tested in Russia

Payment of subsidies to agricultural producers in digital rubles is currently being tested by VTB and the Bank of Russia. This was announced by VTB representatives at Finopolis 2025.

Testing is taking place with the participation of the Ministry of Finance of Chuvashia and the Bank of Russia. The Republican Ministry of Finance allocates subsidies to regional agricultural producers in digital rubles. Information about the terms of use of the payment is transmitted to the digital ruble platform of the Bank of Russia. The recipient can view the amount of the subsidy and the rules for its use in the VTB personal account. When making a transfer of subsidized funds, the transaction is subject to automatic verification, and if it does not meet the requirements, it is rejected.

"The introduction of the digital ruble into the implementation of state support measures makes the process more transparent, secure and convenient for all participants. Automation of many manual operations reduces the risk of errors and increases the efficiency of financial control. We expect this approach to become the basis for scaling the digital ruble in other areas of government support and business development," said Yulia Kopytova, Head of VTB's Department for Analysis, Coordination and Product Development, Senior Vice President.

Having conducted numerous pilots of various scenarios for using the new form of digital currency of the Central Bank, we see that the greatest interest among users, participants in the bank's focus group, is precisely complex solutions, including payments in digital rubles using smart contracts — automated transactions that allow transactions to be made upon the occurrence of various conditions.
