The Russian government has approved the development of online car sales
In Russia, it is planned to develop online car sales to the public. This follows from the National Competition Development Plan for 2026-2030, the document was approved by the Government of the Russian Federation, the press service of the Cabinet of Ministers reported on October 9. The Ministry of Industry and Trade, the Ministry of Economic Development and the Federal Antimonopoly Service should submit a report on this issue by November 9, 2026.
The document, among other things, is aimed at improving the economic efficiency and competitiveness of enterprises and companies, suppressing cartel collusion, and ensuring equal access to public procurement. The plan places special emphasis on the creation of information systems and digital services that should ensure transparency of business processes and prevent unfair competition, the government noted.
By October next year, agencies should prepare proposals to ensure equal access for dealers and independent service stations to up-to-date information needed for vehicle repairs and maintenance by developing an appropriate mechanism.
They should also work with Rospotrebnadzor to develop a set of measures "aimed at non-discriminatory consumer access to motor vehicles."
The day before, the head of the Ministry of Industry and Trade of the Russian Federation, Anton Alikhanov, said that in Russia there are "gray" schemes for importing cars, through which foreign cars are brought to individuals under the guise of import with the payment of preferential recycling. As a result, the disparity between import by an official dealer, a legal entity, and individuals becomes significant, he said, explaining the need for changes in recycling.
