The State Duma proposed setting a maximum refund period for the card
Deputy Speaker of the State Duma Boris Chernyshov, a member of the Liberal Democratic Party, sent an appeal to the head of the Central Bank (CB) Elvira Nabiullina with a proposal to set a deadline for the operation to refund money to the consumer's card, the amount of which is 24 hours. This follows from the document, which was reviewed by RIA Novosti on October 9.
"I ask you to consider the possibility of setting <...> a deadline for the operation to refund funds to a consumer's bank card upon termination of retail sales and paid services contracts - no more than 24 hours," the document says.
It is specified that the technical capabilities allow you to instantly debit money from the payer's bank card. However, the reverse procedure may take up to 10 calendar days.
Chernyshov argues that the implementation of this initiative will increase trust in the non-cash payment system, including increasing the level of trust of citizens in financial institutions.
Alla Bakina, head of the Department of the National Payment system of the Central Bank of the Russian Federation, told reporters on the sidelines of Finopolis 2025 on October 8 that no one would take drastic steps to disable Visa and Mastercard cards, they would continue to function. She added that the Central Bank regularly keeps in touch with banks on this issue.
