Pensioners want to be granted the right to a tax deduction

They want to grant pensioners the right to a tax deduction from interest on bank deposits. As Izvestia found out on October 9, such a bill has been prepared for submission to the State Duma and sent for review to the government by Yaroslav Nilov, head of the Committee on Labor, Social Policy and Veterans' Affairs.

"The proposal to introduce such amendments to the legislation came from the pensioners themselves. If they have one type of income, a pension, then they do not have personal income tax deducted, so they cannot use the tax deduction mechanism if they do not work. But by receiving income from bank deposits, they could pay this tax and be eligible for a social tax deduction. Therefore, we propose to introduce such amendments to the legislation," he told Izvestia.

The explanatory note to the draft law, which is available to Izvestia, states that earlier, before January 1 of this year, pensioners had the right to such a deduction, but as a result of changes in tax legislation and a revision of the composition of personal income tax bases, this right was abolished.

"In this regard, socially significant and socially vulnerable categories of citizens who do not have incomes other than interest on deposits are, in fact, discriminated against those who receive income related to the so-called basic tax base. This does not comply with the principles of fairness proclaimed during the tax reform," the document says.

The draft law proposes to provide such categories of taxpayers with the opportunity to take advantage of social, property tax deductions and long-term savings deductions when determining the amount of tax on bank interest.

On October 7, deputies of the State Duma from the Fair Russia – For Truth party submitted to the government a bill providing for the recalculation of pensions for working pensioners for the period from 2016 to 2024. It was clarified that the bill proposed to recalculate the insurance pensions of working pensioners.
