Market participants and government representatives supported the federal regulation of courier delivery

Russia needs to introduce federal regulation of couriers, according to government and business representatives. Experts discussed this topic at the E-retail Week 2025 forum.

Participants of the session "Economy on wheels: Couriers, platforms and cities" agree that the introduction of new standards should be phased and take place in constant dialogue with businesses.

At the event, Polina Stasyuk, a representative of the Moscow Department of Transport, spoke about the capital's experience in introducing requirements for couriers. The department's order, which finally came into force on May 1, sets out a single standard for courier services. It includes requirements for the appearance of the courier and his transport, regulates the location of license plates on vehicles and thermal boxes, and also obliges deliverers to register in the CIS ART system.

These requirements were introduced gradually and discussed with the shipping companies. This example of regional regulation was the first in the country. After Moscow, St. Petersburg also introduced control over the couriers' activities.

"It is obvious that other regions will follow the example of Moscow and St. Petersburg. Individual regulatory measures are unlikely to have the desired effect. It is necessary to comprehensively solve many tasks, with the interaction of businesses and executive and legislative authorities — federal regulation solves this problem," said Alexander Mityukov, President of the Association of Transport, Logistics, Postal and Courier Companies of Russia MAKS.

During the session, representatives of various companies confirmed that they agreed with the requests of the cities to improve the safety of deliveries. During the discussion, the experts agreed that a unified federal regulation of courier activities would help create uniform, understandable rules for everyone. At the same time, they considered it important that industry representatives participate in the development of regulation.

"The experience of two years of joint work with the Moscow Department of Transport shows that a balanced approach to regulation brings real results. Thanks to joint efforts, the urban environment for couriers has significantly improved. We continue this work in St. Petersburg and are ready to scale successful practices in other cities. At the same time, it is important to find a balance between the requirements and capabilities of each region," said Pavel Glukhov, Director of Government Relations at Cooper

During the session, the companies shared examples of implementing their own initiatives to improve delivery security. Maxim Rozhnev, Director of Government Relations at Yandex e-commerce services, said that the company consistently deals with these issues and develops its own security solutions.
