The cost of renting a home should not rise more than once a year, unless other conditions are stipulated in the contractual agreement. This was announced on October 8 by the first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, Sergey Kolunov.
"When you rent a house under an official contract, you are protected from fee increases by law, namely art. 614 of the Civil Code of the Russian Federation," he said in an interview with TASS.
According to Kolunov, in the event of an increase in the rental price by the landlord, which was decided unilaterally, the court will be on the tenant's side, since the initiative is not spelled out in the current agreement of the parties.
The deputy chairman of the State Duma committee clarified that if the apartment is being rented "in the black," then the tenants need to either accept the offer to increase the price, or try to negotiate or move. He added that the absence of a contract and a "white" lease harms all parties.
"If the relationship is not formalized, it will be more difficult for the owner, for example, to make claims to the tenant and demand compensation in court for damages in the apartment or late payment. And for the tenant, the contract is a guarantee that he will not be kicked out of the apartment or the price will not be inflated," Kolunov summed up.
On September 15, it was reported that in St. Petersburg there was a decrease in the cost of renting rooms to 16 thousand rubles. At the same time, in 53 of the 70 cities studied in Russia, room rentals have risen in price over the year, and in some — almost one and a half times. For example, in Moscow, the cost of rooms increased by 2%.
