The information systems of the Ministry of Internal Affairs of Russia involved in the registration of vehicles are operating normally. This was announced on October 8 by the press service of the Russian Interior Ministry.

This is how the department commented on media reports and Telegram channels about a failure on the website of electronic vehicle passports (EPTS). Representatives of the Ministry of Internal Affairs indicated that issues related to the functioning of the electronic vehicle passport system in the Russian Federation are not under the jurisdiction of the Ministry.

Earlier in the day, Telegram channels reported that a large-scale failure had occurred on the electronic payment system website, and the documents issued after September 18 were canceled.

Every car imported into Russia needs a vehicle passport. It is required to identify the car and register it with the State Traffic Inspectorate.

On October 3, it became known that by the end of September 2025, 48.4 thousand used passenger cars were imported to Russia (14% compared to September last year). This is the highest figure not only this year, but also for all previous ones.

Prior to that, on October 2, it was reported that a new testing laboratory of FSUE NAMI for mandatory conformity assessment of cars imported into Russia was launched in Vladivostok. The laboratory provides testing services for imported machines. They are a mandatory procedure for obtaining a vehicle Design Safety certificate (SBCTS) and further registration of the EPTS.
